What should the referee do, and how is play restarted if...

Red player #11, who is in an offside position, turns her back towards the opponent's goal and makes no attempt to play the ball as the ball rolls past her after being passed by a teammate. Blue defender #3 runs past red player #11, gets possession of the ball a few yards past the offside player, and turns up field dribbling it. Red player #11 immediately challenges the blue player and tries to tackle the ball away.

Answer:

The red player #11 who is in an offside position may become onside if the blue opponent plays (meaning possessed and controlled, not simply deflected) or gains possession of the ball.

In this scenario the referee should judge and determine if blue player #3 gained control of the ball. Since the blue player got possession of the ball, turned up field and dribbled the ball, she had control of the ball. Therefore red player #11 is now back onside and may challenge for the ball. The referee should allow play to continue.

In House Rules

The In-house tournament will be held the first weekend in June (June 5 - June 7). All teams in our region will play with the exception of the U-6 division. The U8 Co-ed, U10 boys, U12 Boys and U14 Girls will play 2 games in their first round. The U10 Girls, U12 Girls and U14boys will play three games in their first round. Preliminary games will be played on Thursday, Friday and Saturday. The Championship Games will be played on Sunday.

All games will be played at Rodgers, Masonic, Kennedy Middle School, Gaffeke and Kyte Monroe. Kyte Monroe will be the tournament headquarters.

Positioning for the tournament will be decided by standings from the spring season. Coaches are responsible for emailing in game results for games played in the spring season.

The following guidelines will be used for the tournament.

Registration and Equipment Check-in:

All teams may be required to have AYSO Player Registration Forms checked at the playing site by the referee prior to the start of their game. The referee will also check the players equipment for safety and fairness before each game. Teams should be at their designated field at least 20 minutes prior to the start of their game. Games must start on time. Late teams may forfeit if they cause a game delay. Coaches must also turn in their player rating sheets at Kyte Monroe before their first game on Saturday. Failure to do so will resort in game forfeiture. Rating sheets may be turned in to Doug earlier in the week.

Coin Toss:

The winner of the coin toss will choose the goal to defend, or to kick-off.

Player Equipment Criteria:

Shoes allowed: Soccer shoes (molded or screw in), turf shoes, tennis shoes.

Shoes not allowed: Baseball, football, street shoes, or any shoe with a protruding toe cleat.

Shin guards: Approved manufactured shin guards must be worn at all times. Homemade shin guards are not allowed under any conditions.

Jewelry: Only religious medals taped securely to the chest are allowed. No rings, bracelets, earrings or other body rings. Eyeglass holders are recommended

Hair: No hard items shall be in the hair. Cloth or rubber bands are recommended. Scrunches are allowed.

Hats: No hats or bandanas will be allowed. Only goalkeepers may wear a baseball type hat to block the sun.

Sliders: May be worn.

Knee Braces: Are allowed as long as no metal is showing and all hard parts are padded.

Other: No casts or splints may be worn. There are no exceptions

Game Schedules:

All schedules are final. In the unlikely event that adverse weather requires reducing game times the region has established action steps as needed.

Length of Game:

U-8 division: 36 minute game with 18-minute halves. A number 3 ball will be used.

U-10 division: 45 minute game with 22.5 minute halves. A number 4 ball will be used.

U-12 division: 50 minute game with 25 minute halves. A number 4 ball will be used.

U-14 division: 60-minute game with 30 minute halves. A number 5 ball will be used.

All age groups will be allowed a 5 minute half time.

Game Time:

Games must start on time. There is a five-minute forfeit ruling that requires the game to be started within five minutes of the scheduled game-time.

In the event that there are less than 11 players but at least 7 players, the game must start on time with the number of players present at the scheduled game time. Additional players (up to 11) may be added after the start of the game at any normal stoppage of play and with the permission of the referee. Teams do not have to play down if the other team cannot field 11 players, unless the referee deems it to be an extreme advantage. If neither team can field a team, within 5 minutes of game time, both teams will forfeit.

Coaches and Spectators:

The first team listed on the game Schedule is the home team and must take the North or East side of the field. The opposing team and their spectators will take the opposite side of the field.

Coaches must be one yard off the touchline and within 10 yards of the half line. No coaching is allowed from the opposite side of the field. Spectators must be at least three yards from the touchline and no closer to the goal line than the 18-yard line and on the same side as their team. Coaches are responsible for attending to injured players but will only be allowed on the field with the referee�s permission.

Laws:

AYSO and FIFA rules will apply to all games unless otherwise specified within these rules.

Referees:

At least one referee maybe at every game. Every effort will be made to have a three-referee system for the Championship Games. With a limited number of referees in our region this may affect the starting times for some of the games.

Misconduct:

If a caution or a send off is given to a player or coach during the game, the referee will make out a report immediately following the game.

Ejections:

Two yellow (a yellow/red) card cautions to any one player or coach during the tournament will result in ineligibility for one or more games.

One red card send off will eliminate that player from the reminder of the game in which he/she is carded and at least one or more games as determined by the tournament director based on the gravity of the incident. No substitutions can be made for the red-carded player during the remainder of the game in which the send off occurred.

Protests:

Game Cards:

Game cards must be filled out in player number order before game time by each coach. If the 5-minute delay rule is broken because no game card is available, the offending team will forfeit the game.

Overtime:

Ties are allowed in all regular games.

During Championship Games, if a game is tied at the end of regulation play, not more then two ten-minute overtime periods will be played. If the game is still tied at the end of overtime play, kicks from the penalty mark will be taken in accordance with FIFA rules to determine the outcome of the game. All players must play at least one of the overtime periods.

Game Cancellation:

The tournament director or referees are to cancel the game in the event of lightning. Tournament officials will determine cancellations for any other reason and will notify teams if games are cancelled.

Miscellaneous:

No pets are allowed in the vicinity of the fields.

Goalkeepers may place a water bottle in the back of the goal or behind the net.

In accordance with AYSO National Guidelines, the use of alcohol or tobacco products is prohibited at all game fields.

Brackets For Tournament:

Preliminary competition will be held on June 4, 5, and 6.

At the conclusion of the preliminary play the teams with the best point record form each flight will advantage to the Championship game on Sunday, June 7. Ties will be broken in accordance with the performance ranking criteria.

Position for the preliminary rounds are as follows: (numbering is determined by, win/lose record from spring season play).

U-8 Division:

Flight A Teams: 1, 5, 9

Flight B Teams: 2, 6, 10

Flight C Teams: 3,7,11

Flight D teams: 4, 8, 12

Each team will play the other teams in their flight once. There will be one game played on Thursday or Friday and one or two games on Saturday. All games will be at Kyte, Kennedy and Masonic. The teams with the best flight record will play a semi final game on Sunday at 11:00 a.m. at Kyte. The winning teams will play for the Championship at 3:45 pm and the two teams that lost in the semi finals will play for third place at 2:30 pm at Kyte. Medals win be awarded to all teams that advance to the Semi-final games.

U-10 Boys Division:

Flight A: 1, 3, 5

Flight B: 2, 4, 6

Each flight will play two games, one Thursday or Friday and one or two on Saturday. The winner of each flight will move on to Sunday. The Championship Game will be played at 1:00 p.m. at Kyte 2.

U-10 Girls, U-12 Girls, U14 Boys Divisions:

The game schedule is as follows:

Each team in the U12 and U10 Girls Division will play each other with one game on Thursday or Friday and two one Saturday. The two teams with the best records will move to Sunday�s Championship Game. The U10 Girls will play at 1:00 p.m. on Kyte 1, the U12 Girls will play at 2:30 p.m. at Kyte 2. The U14 Boys game will be announced later.

U-12 Boys, U14 Girls Divisions:

The game schedule is as follows:

1 vs. 2

2 vs. 3

1 vs. 3

The two teams with the best records will move to Sunday�s Championship Game. For the U12 boys the Championship Game will be played at 4:00pm at Kyte 2

V.I.P Divisions:

The V.I.P.'S will play their Championship Game at 12:00 p.m. at Kyte on Sunday.

Performance Ranking Criteria:

Teams will be ranked in order of points won: Wins = 4 points; and Ties = 2 point. Bonus points will be awarded and count in positioning. See below. No points are awarded for a loss or forfeit. Among teams with the same number of points, final placing will be determined by the following tie breaker rules which apply in the order outlined below.

Bonus point system:

A team will receive a bonus point for each goal scored up to and including the third goal minus the number of goals allowed up to three per game. No team can receive more than three bonus points per game.

Examples:

A) Team A beats team B by a score of 3-0. Team A gets 3 bonus points.

B) Team A beats team B by a score of 3-2. Team A gets 1 bonus point.

C) Team A beats team B by a score of 6-3. Team A gets 0 bonus points.

There is a 6 goal rule which is in place. If a team is beating the opposing team by more than 6 goals and scores to have more then 6 goals at the end of the game they will lose points for position. A 7 goal difference will cost 2 points and every goal after that will cost 1 point.

Examples:

A) Team A beats team B by a score of 7-0. Team A loses 2 points.

B) Team A beats team B by a score of 11-0. Team A loses 5 point.

C) Team A beats team B by a score of 11-5. Team A loses 0 points.

Tiebreakers:

First: Head to Head Play.

Second: The team with the fewest goals against will have the better record.

Third: The team with the most goals scored will have the better record.

Fourth: If still tied, teams will take kicks from the penalty mark.

In the event of a forfeit the winning team will get 3 points for the win and three bonus, however no goals will be credited nor goals against.
